Dr. Protazio Sande has been named the Ag. Chief Executive Officer, Insurance Regulatory Authority of Uganda (IRA), taking over from Alhaj Dr. Kaddunabbi Ibrahim Lubega.

The appointment of Dr. Sande, who is substantively the Director Strategy and Market Development, was announced by the IRA Board Chairperson, CPA FCCA Keto Nyapendi Kayemba on June 2, 2026, at the Insurance Tower, during a meeting with staff. His appointment follows the expiry of Alhaj Dr. Kaddunabbi’s contract on May 31, 2026, upon completion of this term of office.

CPA Kayemba noted that the Dr. Sande’s appointment will ensure continuity of operations and effective discharge of the Authority’s mandate.
“The Board is confident that Dr. Sande’s expertise, leadership and institutional knowledge will ensure effective leadership at the Authority, maintain stability steer growth of the insurance sector during the transition period,” she said.
She noted that the Authority remains fully committed to its mandate of regulating, supervising and promoting a sound, competitive and inclusive insurance sector in Uganda.
She assured all stakeholders that the Authority’s operations, regulatory functions and services will continue uninterrupted.
On behalf of the Board, she applauded Alhaj Dr. Kaddunabbi for his significant role in advancing insurance regulation, market development, and policyholder protection during his tenure and wished him the best in his next assignments.
