The Insurance Regulatory Authority of Uganda has ushered in a new era of leadership, after the Minister of Finance Planning and Economic Development appointed three new board members and inaugurating them on March 13, 2026.
This followed the completion of the former members’ terms of service.
The new board members are Ms. Keto Kayemba, a Certified Public Accountant and President of the Pan African Federation of Accountants, who replaces Dr. Isaac Nkote Nabeta as board chair.

She will be deputized by Ms. Grace Mutebile Mugabirwe, the Patriotic League of Uganda (PLU) Kigezi Coordinator, who replaces Ms. Grace Bakunda.
The third board member is Mr. Dumba Sulaiman Ibrahim, representing the Insurance Training College and replaces Mr. James Muwawu.

The IRA Chief Executive Officer, Alhaj Dr. Kaddunabbi Ibrahim Lubega, introduced the new members to the insurance fraternity at the Insurance Innovations Awards ceremony on Friday 27, 2026 held at Serena Hotel in Kampala.
In addition, an internal communication to staff, Alhaj Kaddunabbi said the appointments shall strengthen the board and support the continued oversight and strategic direction of the Authority and the Industry at large.
“We look forward to the contribution they will make in advancing the mandate of the Authority,” he said.
